The Assigned to dropdown picklist shows all your Workbooks users.  In addition, it will show any queues that you've set up for the particular record type you have open. So unfortunately you won't be able to limit this list to a subset of your users. If you could provide more background to what you're trying to achieve, we'd be happy to advise accordingly.
